France Records Highest Captive Growth in Europe

France recorded the highest net growth of captives among European jurisdictions in 2024, according to AM Best’s report. New regulatory regimes in some countries are reshaping captive domiciles, with France adding five new captives and expanding its total to 20. Guernsey and Luxembourg held the largest number of captives in Europe but experienced mixed net formation results. The report highlights captives’ cost-effective risk management role, especially in cyber, property, and business interruption lines. AM Best also expects further growth under upcoming proportional Solvency II reforms, with captives negotiating improved reinsurance terms.
