Vermont Amends Captive Insurance Statutes in Annual Bill

On May 19, 2025, Vermont Governor Phil Scott signed the 2025 housekeeping bill (H.137), which included updates to the state’s captive insurance statutes. The amendments align captive licensing authority with state insurance laws and specify signing authority for manager-managed LLCs. They also introduce clearer provisions for mutual insurers and captives operating as reinsurers. The reforms were crafted collaboratively by the Department of Financial Regulation and the Vermont Captive Insurance Association. These updates reinforce Vermont’s commitment to maintaining competitive and modern regulatory standards in captive insurance.
