Vermont enacted updates to its captive insurance laws through its 2025 housekeeping bill, signed into law on May 19, 2025. The changes align licensing authority with broader insurance statutes and clarify signing powers for manager-managed LLCs. Provisions regarding mutual insurers and captives acting as reinsurers were also updated. Regulators from the Department of Financial Regulation collaborated closely with the Vermont Captive Insurance Association to develop the reforms. The goal is to ensure Vermont remains a top global domicile in captive insurance through a modernized and competitive regulatory framework.
